Remarks for House Committee on Veterans’ Affairs Press Event

July 26, 2018

Thank you, Chairman Roe.

Let me begin by saying that I could not be prouder to be a part of this wonderful committee. The amount of work that we have done and the legislation we have produced on a bipartisan manner up until now is truly remarkable. I am the first Member from Puerto Rico to be part of this distinguished Committee and am confident that I can count on this great group of members and colleagues to advocate for the over 100 thousand veterans residing in Puerto Rico.

This week, my first bill before this Committee passed the House Floor, HR. 5938. My bill seeks to alleviate staffing shortages within the VA by further engaging with the DOD to fill existing vacancies. Vacancies in VA facilities on the island, mainly in VHA facilities, are a significant source of discomfort and concern for my constituent veterans. And even though more can be done and will most likely be done in the work that is still ahead, I am pleased that this bill is a step forward in the right direction.

I was also thrilled to have the Subcommittee on Health have a Field Hearing on the island last March. As part of the visit, we also had the opportunity to visit VA and other health facilities on the island, and a roundtable discussion with representatives from VSOs. According to public records, this is the first time the Veterans' Affairs Committee has held an official event on the island since it was created in the 1940's. This was a tremendous event for veterans in my district and I remain truly grateful to the Committee for it.

Keep in mind that over 300 thousand of Puerto Rico's finest have served in our military and courageously fought in every conflict since the Great War. They have done so side-by-side their fellow American citizens from the states, defending our democratic values all over the world. Yet, they are unable to vote for their Commander-in-Chief. As I hope you will appreciate- it takes a special kind of patriotism to fight for a nation that you love, but unfortunately does not treat you equally in this matter.

That being said, if there is one thing I am certain is that this Committee and these members do not shy away from hard work on behalf of our heroes in Puerto Rico and all across the nation. We have been able to pass landmark legislation that covers everything from healthcare, education and other benefits that veterans and their family members deserve and expect. To me, there is no greater responsibility nor privilege as a member of Congress than to be able to contribute to the wellbeing of our men and women veterans. I look forward to the work that is still ahead and thank my colleagues for everything we have been able to achieve until now.

Thank you.
